HELP! Insurance company trying to low ball estimate?

Back in April I was driving and a lady tried switching lanes and struck my vehicle. I immediately went to an auto body shop and got an estimate for the damage, they took photos and everything. I've been contacting her insurance and dealing with this for over two months... I had to send them the police report because the woman tried lying and said I hit her, so I had to prove she was at fault. They would never return my calls. Until I talked to the field adjuster. He then called me yesterday told me he got the estimate from the body shop which was one of their recommended shops, and was mailing me the check for the damage. However he failed to tell me the check he was sending was for $1000 less than the estimate. I don't agree with this, what do I do? I called and no one will call me back from the company Also, I own my car outright. It's a 2004 tiburon is excellent condition. The insurance company was giving me issues about me wanting the check sent to me. i really need health insurance i have a really bad sinus problem & ADD i already had a surgery in the past for my sinus problem and i had healthy families insurance and they paid for it and they used to pay the office visits too my mom only paid $5 copay and since i turned 19 i cant have that insurance anymore is the some other insurance that is full coverage and is not very expensive? i already tried getting medical but did not qualify and i dont have a job because everyone is getting laid off over here

i live in california & i had Health insurance for 3 months (medical) but they cut me off when i turned 21 in december. during those 3 months i was taking fluoxotine for my depression/social anxiety & nexium for dyspepsia. The meds actually worked. it took 2 weeks for my mood to change. i felt happy,less anxious & more talkative! but unfortunately i have ran out. I'm really confused about this. I was trying to go about ways of finding out the name of an individuals car insurance company because I wanted to report fraud. But when I try to do that I get blocked. I even tried to guess their car insurance company by calling one and asking if the person was insured by them. I found out that it's because it's illegal to get this information because it is private information? Why is that? I can see how getting someone's ss# or credit card # would be illegal because things like that you can do illegal things with like steal their identity. But you can't do any illegal harmful things to people by getting the name of their car insurance company, so why is that guarded information?
